- 1869As (new) Minister of Public Education founded the first Ottoman museum, the Imperial Museum in Istanbul (Political Museum, citing Shaw 2003).

- 1869Issued a decree forbidding the export of finds, other than coins, from excavations, to build up the Imperial Museum's antiquities collection; it came as a shock to excavators. Stanley-Price places it in the context of the later 1874 Antiquities Regulation and Cesnola's exports.
