Dear Rodney:

I am fresh back from Nicosia finding yours of the 23rd.

I have some positive news to report, following a conversation with the BOAC-BEA-CA manager there. We can pay Dick's round trip here in pounds. And pounds; we can pay in pounds to USA of Jack and me in pounds. I presume it follows that we can pay in pounds to import Mr. Hill, Saul (if he comes), and (still hypothetical) assistant or assistants from Athens.

On the general matter of the exchange of pounds for dollars at the end and the export of same I didn't get very far, but I am not unhopeful. I thought it would be wise to see the official in charge of exchange control, so I got his name from Sir Panayotis. Found that Peter knows him, so I got him to telephone to outlining situation and to arrange appointment. What followed sounds like a bureaucratic run-around, but perhaps it isn't. At any rate, man in charge (Bates) said somebody else (Symons) in the department would be the best one to see. no profit to whom Peter also explained the problem, said there would be had time to study the matter, and would I in my seeing him until he had time to study the facts, and on a future visit to Nicosia, when he had had a chance to look up precedents, he would be please write a letter outlining the situation. I shall do same and see what happens.

Looking over my budget and prospects again, it seems to me that perhaps the outlook is not so very alarming. The following breakdown of expected receipts and expenditures, taking into account all the ways of using pounds of which I am certain at present, may help to make this clear to you:

Receipts Pounds available soon or on hand #3. Passouri 3,300 #5. Pers.acc't 1,900 #6. ... #1. Ottoman 825

Dollars on hand #1. $5,625.

Pounds available toward end #2. CA $2,800. #4. cars 2,450. $5,250.

Expenditures in dollars #1. $1,500. RS stipend 1,219. GRE salary $2,719.

Expenditures in pounds, current, Mar. to Sep. $6,109.28

Expenditures in pounds at end $3,229.76

I suspect it will be sufficient if we accomplish either the protection of the Dick-BOAC project or the equipment purchase project, either of which would be a considerable saving. ...$700. from adequate protection; if both are accomplished there would probably be more than enough. ... Both would certainly be no harm, but I might conceivably have to draw on the dollar account again at some later point, if they were. I think it is reasonable to expect that I would be allowed to take out up to (at least) the amount which I have deposited in the Ottoman Bank in dollars ($4,500. up to this point) are ($3,625), and that the Chase account & other dollar assets remain as they are ($3,600), and that we can take out up to $4,500. more, that adds up to $11,725. leaving $9,006., which is still more than $1219. and Dick's stipend, I estimated for a final balance."
