Proposed Regulations Governing the Relations of The University Museum and its Field Expeditions.
.Field expeditions will be considered integral parts of the Museum which sponsors them, and as such are the responsibility, and subject to the authority, of the curator of that section.
.The members of the expedition will be responsible to the Field Director of the expedition; he will be responsible to the curator of the section; and the curator, to the Director of the University Museum. All requests, instructions, reports, etc., will be handled through these channels.
.The Field Director will act as the representative of the University Museum in the field, and will make such arrangements with official and non-official persons and bodies, in the name of the University Museum, as may be required for the fulfillment of his missions. He will be responsible for carrying out any special instructions he may receive from the University Museum, and will respect any limitations set upon his activities by the Museum.
.In case it becomes impossible or inadvisable for the Field Director to fulfill the terms of his instructions from the Museum, he will confer with the Museum, and obtain its approval to an alternative solution, with the proviso that in case of a bona-fide emergency, the Field Director may take whatever steps he considers necessary, in order to protect the welfare and vital interests of the expedition, informing the Museum of the action taken and the reasons for so doing as soon as practicable thereafter.
.The Field Director may appoint a deputy to represent him for short periods of time and for specific tasks, on his own responsibility without securing the prior consent of the University Museum. In case of excercising his authority for an extended period of time, he will so advise the Museum, which may appoint an Acting Field Director to supervise the expedition until the Field Director is able to resume his post.
.The scholarly and administrative staff of the expedition will be appointed by the Director of the Museum on the recommendation of the curator, following consultation with the Field Director. The Field Director may decline to accept as member of the expedition anyone whom he considers undesirable, and may discharge any member of the expedition whose presence appears prejudicial to the best interests of the expedition.
.Prior to each season or at least once during each fiscal year, the field Director will present to the curator a written statement of the proposed program and budget for the season (or fiscal year). Following their agreement, the curator will present this to the Director of the Museum for final approval and implementation.
.At the end of each season, and at such other times as may be designated, the Field Director will present to the curator a written report on the achievements of the mission, and such detailed information, photographs, drawings, etc., as the curator may require.
