Dear Dr. Schaeffer,
With further reference to the kind offer of your Commission to confer on Mr. Dikaios and myself the title of Offier d'Academie, I have now to inform you that the Colonial Secretary, to whom the matter was referred, has intimated that the honour in question is governed by our Colonial Regulations and that in view of the fact that our co-operation with the French Mission formed part of our normal duties, we do not qualify for the grant of permission to accept the honour offered. In informing your Commission of this ruling, I should be obliged if you convey to them our appreciation of their decision to offer us this honour.
Thank you for your letter of 30th August. Forrer has arrived and started work with Vaios as foreman. He does not think he will need any other member of our staff owing to the limited scale of the work. We have lent him a theodolite and thanks to this he feels he can manage the surveying and planning himself. In any case it proved impossible to find anyone here with the necessary qualification. Surveyors are much in demand for current building projects by the Army.
Handwritten: Expecting you in about 10 days time,
Yours sincerely,
