Mr. Dikaios could exercise general archaeological supervision of the French Mission's excavations, if desired.
5. Among local administrative functions the Department would undertake negotiations with proprietors of the land for permission to excavate and for payment of compensation, also the guarding of the whole site and the conservation of the remains uncovered.
6. The Department could not bind itself financially for more than one year, but the intention would be that the collaboration should continue for so long as the two parties agree that this would be useful and desirable.
7. If collaboration on the above lines is acceptable to the French Authorities from whom the Enkomi expedition depends, the Department would seek similar approval from the Cyprus Government and authority to expend up to £2000 in the first year on excavations and other contributions to the joint Expedition.
8. The results of the excavations of the two parties would be published conjointly. The place and exact form of joint publication, whether preliminary or final, would be matters for consultation between the two parties in due course, the Director of the French Mission retaining general editorial control. The possibility of separate preliminary reports would not be excluded. In the agreed publication programme all reports would be issued in the name of the joint expedition, but the various sections would be signed by the individual archaeologists who undertook investigation of the particular areas or discoveries reported on.
9. The Department would agree in principle to share with the French Mission the cost of the publication of the results of the joint Expedition's work, the amount payable being proportionate to the Department's contribution. The necessary funds would be sought from the Cyprus Government when the need arose, independently from funds required for the excavations. A condition of such grant towards publication costs would be that an appropriate number of copies of the relative publications would be placed at the disposal of the Department.
The text of this Memorandum has been agreed by the undersigned and we consider it acceptable as the basis on which the Cyprus Government Department of Antiquities should join with the French Archaeological Mission in its excavations at Enkomi.
